So i wanna deactivate my ps3 account off of pc but it won't let me, any ideas?

The only way to do that is to deactivate all accounts at once through PC, but can only do so every 6 months, which you can do from here. Otherwise, just delete from your PS3.

Go to the Sony Entertainment Network Website, Sign-in, Go to the "Account Tab", Go to the "Media and Devices" Section, Hover the Cursor over "Game" and Click, then Click "Deactivate All".

Yup, but like jonLH said, you won't be able to deactivate it (if you reactivate it) until 6 months have passed.
